Latin America needs public intervention to promote entrepreneurship in order to improve the quality of life and, in the long term, to make viable the possibilities of growth and economic and social development . This document compiles and analyses the main experiences and initiatives implemented to promote the participation of women and girls in the STEM sector. This study is an analytical and comparative document that includes the main experiences and initiatives implemented in the Latin American region to encourage the participation of women and girls in the STEM sector. The primary objectives of this study are to identify, contextualise, and analyse successful practices and initiatives at national and international levels for attracting, training, and promoting the participation of women and girls in STEM. The study systematises and compares policies and initiatives focused on gender equality in STEM. This list is by no means exhaustive, and further figures like Rosario Castellanos of Mexico and Celia Amorós of Spain should not be forgotten as they influenced the positions developed by these thinkers. All of these women dared to be thinkers at times when being a Latin American woman in philosophy was unheard of, and they have come to form the foundation of a canon of thinkers that paved the way for new and emerging voices.

There are cases where governments have generated specific programs and projects for small women-owned businesses, but they are not articulated to productive policies because they are not included in the economic agenda . The political context and the visibility of women in politics also influence the business field. Women in political positions can be an example of leadership; some research revealed that there is a relationship between women’s political power and the rates of female entrepreneurship . As a result, attention to class dimensions has long been part of the feminist methodology. Contemporary theories from the work of Afro-descended women have argued that the overwhelming attention paid to class has come at the expense of analyzing the role that racism has played in the marginalization and exclusion of African-descended and Indigenous populations . In addition to visibility, establishing a clear legal framework for reporting and prosecuting femicide is important to combatting the femicide epidemic. Legally distinguishing femicide from homicide allows for investigations to be conducted with a gender-based lens and for perpetrators of femicide to face distinct punishments. The philosophical work that remains to be done requires engagement with their ideas. Several studies affirm that there is an intimate relationship between elements of the political context and entrepreneurship (Reference Murdock Murdock 2012; Reference Kim and Li Kim and Li 2014; Reference Weeks and Seiler Weeks and Seiler 2001) which can strongly influence genders .

Latin American feminism focuses on the critical work that women have undertaken in reaction to the forces that created this context. At present, the context is dominated by neoliberal economic policies that, in the environment of globalization, have disproportionally impacted the most vulnerable segments of society.

Women artists, together with the cultural theorist Nelly Richard, were central to the political conceptual art scene in Chile. In Brazil, during periods of lockdown, the probability of femicide nearly doubled. In 2020, Honduras reported 4.7 femicides for every 100,000 women, 2.4 femicides per 100,000 women were reported in the Dominican Republic, and 2.1 per 100,000 women in El Salvador. In total, the estimated number of femicide victims in 17 Latin American countries during 2020 reached more than 4,000. Latin America is immense not only in its size—twice the area of Europe, and stretching from the Rio Grande in Texas to Cape Horn in Patagonia—but in its range of cultural and literary expression. What we call “Latin American culture” is a composite of the rich and diverse output of 20 sovereign countries. Each had its unique struggle for independence and particular ways in which it evolved after the end of colonization.

The recommendation is to define appropriate programs to enhance women entrepreneurs’ skills and include them in policies and plans for greater impact. Lopez-Acevedo and Tan (Reference Lopez-Acevedo and Tan 2010) show that some entrepreneurship programs in Latin America, in countries such as Peru, Colombia, Mexico, and Chile, had good, positive results in business productivity and growth.

Although important progress has been made over the last 50 years (with womens participation rate going from around 20% in the 1960s to more than 60% toward the beginning of the 2010s), the pace of growth slowed down in the early 2000s. Once they enter the labor market, women tend to be employed in lower-paying and lower-quality jobs compared to men. On top of this unfavorable situation for women, they are in disadvantage in terms of the 21st century skills and they face “glass ceilings” which limit womens access to hierarchical positions, hindering their professional progression.
